পাকিস্তানের সেনা গোয়েন্দা সংস্থা আইএসআই-এর সাবেক প্রধান অবসরপ্রাপ্ত লেফটেন্যান্ট জেনারেল আসাদ দুররানীর এফিডেভিটের অনুলিপি ইসলামাবাদস্থ বাংলাদেশ হাইকমিশনে হস্তান্তর করা হয়েছে।
পাকিস্তানের ইংরেজি দৈনিক ‘দ্য নিউজ' জানিয়েছে, গত মাসের ১৯ তারিখে এই এফিডেভিটের অনুলিপি বাংলাদেশের হাইকমিশনকে দেয়া হয়েছিল। পরে সেখান থেকে তা ঢাকার পররাষ্ট্র দফতরে পাঠিয়ে দেয়া হয়েছে।
বাংলাদেশ জাতীয়তাবাদী দল বা বিএনপিকে আইএসআই অর্থ দিয়েছিল বলে খালিজ টাইমসের ব্ক্তব্যের বরাত দিয়ে বাংলাদেশের প্রধানমন্ত্রী শেখ হাসিনা যে অভিযোগ তুলেছেন, এ এফিডেভিটের অনুলিপির মাধ্যমে তা ভিত্তিহীন বলে প্রমাণিত হয়েছে। পাকিস্তানের সুপ্রিম কোর্টে এফিডেভিট হিসেবে দেয়া বক্তব্যে জেনারেল দুররানি বিএনপি প্রসংগ দূরে থাকুক বাংলাদেশে প্রসঙ্গ নিয়েই কোনো কথা বলেননি।
অবশ্য এর আগে ঢাকার দৈনিক নয়াদিগন্তকে দেয়া সাক্ষাৎকারে জেনারেল (অব.) আসাদ দুররানি বিএনপিকে অর্থ দেয়া প্রসঙ্গে কোনো কথা বলেননি বলে জানিয়েছিলেন। এ ছাড়া, পাকিস্তান সরকারও বিএনপিকে অর্থ দেয়ার কথিত বক্তব্য নাকচ করে বিবৃতি দিয়েছিলো। আসাদ দুররানি বিবিসি'কে দেয়া এক সাক্ষাৎকারে বলেছেন যে, তার বক্তব্যে বিএনপি অথবা অন্য কোনো বিদেশী সংস্থা বা ব্যক্তির প্রসঙ্গ নেই। এটা পুরোপুরি পাকিস্তানের অভ্যন্তরীণ বিষয়ের মামলা।
দি নিউজের খবরে বলা হয়, ভারতীয় সাংবাদিক ও বাংলাদেশের একটি প্রধান বাংলা দৈনিকের প্রতিনিধি দীপাঞ্জন রায় চৌধুরীকে ভারতের গোয়েন্দা সংস্থা 'র' গত ২ মার্চ সংস্থাটির নয়া দিল্লি কার্যালয়ে ডেকে পাঠায়। এর পরেই রায় চৌধুরীর লেখা একটি প্রতিবেদনটি প্রকাশিত হয় দুবাইভিত্তিক পত্রিকা খালিজ টাইমস-এ। পত্রিকাটির মালিক একজন ভারতীয় বংশোদ্ভূত ব্যক্তি। একইসঙ্গে বৃটিশ ট্যাবলয়েড ডেইলি মেইল-এর ভারতীয় সংস্করণেও প্রতিবেদনটি করেন রায় চৌধুরী
রায় চৌধুরী বাংলাদেশের যে বাংলা দৈনিকটির প্রতিনিধি, সেই দৈনিকেও প্রতিবেদনটি প্রকাশিত হয়।
দীপাঞ্জন রায়ের ওই প্রতিবেদনের ভিত্তিতে বাংলাদেশ সরকারের শীর্ষ স্থানীয় মহল থেকে শুরু করে এক শ্রেণীর মিডিয়া, বিএনপি ও দলটির নেত্রী বেগম খালেদা জিয়ার বিরুদ্ধে প্রচারণার ঝড় তুলে।
এদিকে, বাংলাদেশ সরকার এখনো এ এফিডেভিট পাওয়ার কথা স্বীকার করেনি। কিন্তু জেনারেল দূররানি এফিডেভিট পাওয়ার পর বাংলাদেশের ক্ষমতাসীন মহল এ প্রসংগ নিয়ে বিএনপি বিরোধী বক্তব্য আর না দেয়ার সিদ্ধান্ত নিয়েছে বলে দ্য নিউজকে জানিয়েছেন বাংলাদেশের খ্যাতনামা সাংবাদিক ও রাজনৈতিক বিশ্লেষক সাদেক খান। তিনি বলেছেন, দুররানির এফিডেভিটটি দেখার পর আওয়ামী লীগের শীর্ষ ব্যক্তিরা পাকিস্তানের কাছ থেকে অর্থ নেয়ার অভিযোগটি ধামাচাপা দেয়ার সিদ্ধান্ত নিয়েছেন বলে মনে হচ্ছে ।

Copies of the Mehrangate scandal (presently being heard by the Supreme Court in Pakistan) are also making their way to the Foreign Offices in various world capitals, where this week saw the affidavit of former ISI chief, Lt Gen (R) Assad Durrani landing up in Dhaka’s Foreign Ministry.
This was revealed by Sadeq Khan in his comments “Fiasco of RAW psy-war to frame Bangladesh”, provided to The News, which claims that uproar was created in Dhaka when reports surfaced that Durrani had paid Khalida Zia for her election campaign.
Pakistan has already denied these charges. However, the copy of the transcript of Durrani’s affidavit reached the Bangladeshi High Commission on March 19,2012 and a copy was subsequently sent to the foreign ministry in Dhaka.
“After seeing the real affidavit, the top brasses in Bangladesh Awami League have reportedly decided to “kill” the issue.
It goes to the credit of Sadeq Khan who investigated the matter before having it published in a local publication because, as he points out, “Bangladesh has been subjected to relentless barrages of psychological warfare, astutely even if vilely, conducted by the Indian external intelligence agency, Research and Analysis Wing (RAW). Some times the targets are individuals some times political parties, some times business houses, and finally the target is the nation-state itself. The hidden purpose is always to create confusion and to implant seeds of doubt and diffidence in the public mind in Bangladesh.”
In this latest fiasco to embarrass both Pakistan and Khalida Zia, Khan claims that it started with a scoop simultaneously orchestrated in foreign as well as local media by one misinformation agent alone.
“The real information relates to Pakistan Supreme Court’s summons served on former ISI Chief, Lieutenant General (retired) Asad Durrani over alleged abuse of ISI funds for perversion of free and fair elections in 1991 by surreptitious financing of some chosen election candidates and political parties. In his testimony before the Supreme Court of Pakistan, Durrani disclosed the list of political leaders and parties who were beneficiaries of such illicit funding. Reportedly one such political party was Baluch National Party; others were mostly prominent leaders of Pakistan Muslim League of Nawaz Sharif and some Islamist parties. It was an internal matter of Pakistan over which its Supreme Court was adjudicating. RAW brainwave picked up the matter of Asad Durrani’s testimony to plant a fake story in Khaleej Times of Dubai that the Bangladesh Nationalist Party received funds from Pakistan’s ISI for electioneering in Bangladesh in 1991”, says Khan.
Government leaders in Bangladesh, including the prime minister, immediately started a campaign vilifying and taunting the leader of the opposition and her party claiming that she bought power in 1991 by money from “those whom we defeated in 1971”, and that she should “go back to Pakistan.” BNP protested vehemently and challenged the scoop’s authenticity. But fake repeats of the story and chorus of condemnation of BNP and its chairperson continued inside Bangladesh Parliament and in a section of national and foreign media.
An end has been put to the episode by a personal interview of Lieutenant General (retd.) Asad Durrani published in a Dhaka daily stating in unequivocal terms that his testimony did not include the name of Bangladesh Nationalist Party or for that matter any foreign beneficiary at all for disbursal of ISI funds. It was entirely an internal matter of Pakistan.
Khan claims that Dipanjan Roy Chowdhury, a RAW recruit who also happens to be the Delhi correspondent of a leading daily of Dhaka (Daily Prothom Alo), was summoned by some top brasses of Research and Analytical Wing on March 2, 2012 and was escorted to New Delhi headquarters of the Indian spy agency, wherefrom he wrote the report for Khaleej Times and it was later sent to the Indian-born owners of the Dubai-based newspaper with special instructions of publishing it prominently. Subsequently, when the fabricated news appeared in the Khaleej Times, some influential members of the Indian government phoned editors of two of the leading daily newspapers in Dhaka, suggesting them to give “best treatment” to the Khaleej Times report.
